May not be normal: A TSH of 4.2 may still be high in hypothyroidism. One should ask what level of TSH her doctor is aiming for. Some doctors feel that a TSH above 3 or so may be high, even if the lab reference range goes up to 4.5 or so. The skin elasticity has to be compared to one's peers and family members. A primary care doctor, a dermatologist, or a rheumatologist can help decide if there is a problem or not.
