Almost never: Commercially available cosmetics will not be absorbed through the skin which is highly resistant and impenetrable. Some might enter in the presence of dimethylsulfoxide. Be cautious about cosmetics not in the usual commercial category that you might find on line produced in countries with limited regulation.
