In 2015 :feb 7,march 11,april 21,may 23,july 4 ,august 12,sept 9,oct 22 nov 27,dec 29. in 2016: february 4. is this considered regular periods?

I think so...: Only once during the time you reported did your period come exactly 28 days later (in September), but on the other hand you had a period nearly every month ranging from 1 day late to 15 days late. So they are regular, but not perfectly so. I believe it is accepted that a cycle length varying between 2 and 20 days can be considered regular. But you certainly can't predict ovulation from them!
