How can i find a psychiatrist when i'm so depressed and have anxiety to the point where i can't even pick up a phone because i'm scared of new people?

Use support: Ask a family member or trusted friend to help. Call your pcp for a referral. Have a family member or friend go with you to first visit. There are other ways to find a psychiatrist, eg, local hospital website doctor finder, your insurance company online, your state mental or behavioral health website community clinics. But starting with a doctor you know to recommend, will help lower anxiety.
