i have had a series of small red bumps around outer edges of my lips. don't turn into pimples. sometimes whole lip burns and feels swollen. allergy?

No: Allergy usually causes itching which you don't have. Have these bumps been present all of your life? The burning and swelling points more to an irritant to which the lip has been exposed. Consider changing toothpaste, mouthwash, or lip preparation etc to see if it helsp.
