Maybe: Although IBD can cause groin abscesses (Crohn's or Behcet's more so than UC) a more likely cause is hidradenitis--or more simply, infected sweat glands. Abscesses may need drainage, and sometimes more extensive surgery is needed (unroofing, skin grafts, etc.) but oftentimes daily washing with a topical antibacterial soap may reduce the incidence of abscess formation. MRSA is also a common cause.

Not necessarily: Abscesses in the location you describe are more likely from ingrown hairs or hidradenitis. Crohn's disease abscesses are usually around the anal opening.
