I had an open tib/fib fracture 7 years ago my dr didn't set my fib because it is a non weight bearing bone. still have leg pain is it because fib?

Unlikely: It is fairly unlikely, but not impossible, by now the fracture is likely healed. It is more likely that in the same injury you also injured some soft tissues in the area such as a ligament or tendon. Consider requesting an MRI if you are having trouble with it.
