Both ways: Caffeine usually stimulates the large bowel. Depending on the individual situation caffeine can actually cause, relieve, worsen or prevent constipation. Most tea also has caffeine.Tea also has theophylline which has a dehydrating effect on stools, resulting in worsening constipation. Good luck.
