Depends where shot: It depends on many factors and there is no hard and soft way to drag the person. It depends on what part of body is shot. If shot in the head drag by legs and if shot in legs drag bu shoulders like that. You don't want to drag by the part that has the wound in it .If there is still shooting at the scene drag anyway you can under cover.If the shooting is over,let the Paramedics provide immidiate

First of all by not : dragging! Identify where the wound and bleeding are occurring. If there's a broken neck, it has to be stabilized, or you could cause him to be para or quadriplegic if his neck is broken and spinal cord is injured. If bullet wound, find the area and try to stop the bleeding with pressure or tourniquet.Enlist help as it may take two people to transport him to safety in a makeshift lift.Triage first.

Call 911...: You hear it every time you get on an airplane: first put on your own oxygen mask, and then help others. Make sure you are safe, call 911, then help others. If not, a third person will have to drag two of you IF you survive. Alternatively, copy high-powered people who like to be safe: stay away from bad people with guns, and close to good people with guns.
