is it possible to have a skin tag on vagina labia or is this a genital wart? is there any way to tell the difference? one small bump

Atypical for warts: Certainly a skin tag could occur in this location, and genital warts usually don't appear singly -- i.e. without several such bumps, warts are less likely. Skin tags typically are soft and easily pushed around, whereas warts typically are fixed pretty firmly and less mobile. But if you remain uncertain, get checked. Better safe than sorry.

See your ob or derm: Without looking at the growths it is hard to tell, but it sounds like genital warts. Another possible diagnosis would be skin tags.
