Time for a: DERMATOLOGICAL DIAGNOSIS Problems could include Seborrhea (Dandruff), PSORIASIS, and just plain DRY scalp! A small biopsy is sometimes indicated! Ask your PCP for a referral!

See dermatologist: It also depends on what may be causing your scalp problem. Contact allergy is one of them but one needs to rule out seborrhea, psoriasis etc. Thus the treatment for your condition will greatly depend on the mechanism although topical cortisone solution may be one of the answers.
