I don't get why people die of cancers. can't you just keep operating and taking out new tumors as they metastacize? is it basically a $ issue?

No: It is not just an issue of expense. I am sure you will get many answers to this question. A tumor can spread to areas that cannot be reached by surgery, and there are cancers that do not respond well to surgery and can be incurable despite surgery.
