Need a photo.: Since you mention there is a vein, it may be a hemangioma, which can occur in this area, but it could be a small cyst or even a stye or chalazion. If there is no redness or drainage of the conjunctiva *white part of the eye) then it seems safe to bring it to the attention of your doctor at her next well child visit.
