It could.: If the "bad eardrum" leads to an inner ear infection, it can certainly lead to dizziness and balance disturbance.

Dizziness : Not sure what you mean by "bad" eardrum but problems in the middle ear ... Infections, trauma, tumors... Can cause dizziness.
