Needs a check: Depends on the cause. A urinary tract infection can cause this sensation, and a simple urine dip test at the docs can diagnose this. If it's been going on for a long time though, especially if you've had one or more children, laxity in the pelvic floor muscles or ligaments holding up the uterus (bladder or uterine prolapse) can cause these symptoms which often needs help from a gynecologist.

Urology consult: I encourage you to visit a Urologist. You may have an obstruction that needs to be viewed on cystoscopy, where a physician can put a camera through your urethra into your bladder. The urologist can also evaluate you for stones, neurogenic bladder, and other causes of obstruction. Good luck.
