If your growth plates are close, it means you have totally no hope of growing taller. is it true?

Correct: There are multiple growth plates, and so if one is closed it does not mean all the others are closed; but you are right in saying that if all your growth plates are closed you are skeletally mature and would not be expected to grow further.
