Lipoma?: Not able to be certain without examining area but I suspect you might be feeling a lipoma which is a small collection of fat. It's harmless.

Valve: That is often just a valve, where blood backs up and can stretch out the vein at that spot. If it is tender, red or growing, it might be worth having someone take a look.
