Without actually: looking at the area in question it is difficult to be certain about a diagnosis however it is most likely that this is Athletes Foot (fungal infection.) Use some good quality athletes foot cream per the instructions on the cream and see how it goes. If no improvement in a few days then see your health care provider for evaluation.
