I had previously stubbed my toe and after the initial healing process it had streaks of purple and now it is a yellowish tone with a grey like base along with the streaks of purple and severe dryness. is this something to be concerned about?

Need to examine: It is not feasible to provide a meaningful opinion without examining you. However, a bruise will undergo color changes during the process of healing. If you do not have and can walk normally, you may watch and wait. If there is persistent swelling, discharge or pain, it would be prudent to see a doctor or podiatrist. Wish you good health!
