Fungal infection?: I suspect that this is a kind of jock itch especially if you sweat a lot in that area. This is usually from a monilial infection which hydrocortisone cream may mask but not cure it. May try antifungal cream to clear it, then apply antiperspirant on the area regularly to hold down the sweating. If problem persists. see your doctor.
