Can I use Cipro (ciprofloxacin) opthalamic solution 0,3? or Diclofenac sodium 0,1? to treat my cat's eye? She has mucous discharge from eye and her eye is tearing.

Not sure...: Doses and concentrations of medications that are safe for humans may not be safe for our pets. Certain medications may not even be able to be metabolized by our pets. I wouldn't take the chance, to be honest. Please consult with a veterinarian to be safe.
