Yes: you should be fully recovered from your surgery. you need to see your ophthalmologist to see if there is a chronic condition causing your red eye. it may be a simple problem or more serious. it may or may not be related to the cat surgery.

Blood shot eye after: Blood shot eye 1 yr after can be due to dry eye (most common, especially if have burning but no real eye pain), rebound iritis (inflammation associated with light sensitivity, eye pain), subconjunctival hemorrhage (broken blood vessel). Your MD can determine actual cause.
