Not likely : I would recommend that you see a family physician to check your body to evaluate the black bumps. As for you eyes, the red linear lines are blood vessels that should be there. The "black" veins may be just pigmentation around the vessels that can be a normal variant depending on your ethnicity. If you are concerned that they're new, bothering you, or changing, have an eye exam by an Eye MD.
