If a radiologist decides not to use contrast during a brain mri, does it indicate that they have seen nothing abnormal?

Not: necessarily. That is one possibility. However, it could also be possible that the non contrast MRI already specifically delineates a particular abnormality, and no contrast is necessary, or that the indication for the MRI is such that contrast would not be routinely employed.
