Possibly: As a non-SSRI serotonin medicine which affects a number of neurotransmitters, it is true that for some people lower doses are more sedating. However there is much variation, and of course there are many other nonpharmacologic factors it interacts with. So address this with you prescriber, who can best consider you, the individual.
