Possibly: I would expect mild swelling of the hand if your infant is sucking on his hand constantly, but tenderness, redness and significant swelling would be uncommon and other causes should be considered.

Cause or not: I would suspect the kid may be sucking that hand a bit more because of an un-noticed bug bite.These also can cause a bit of painless swelling.
