Are they hives?: Without looking at the bumps, it would be impossible to make a diagnosis. So these are my guesses. (1) hives due to some allergy, (2) insect bites such as mosquito bites, (3) scabies, (4) a virus infection, (5) HSP (though she is a bit too young), (6) itp (immune thrombocytopenic purpura). These are some potential diagnoses. If the bumps bother her, please take her to a doctor. You could send pics.
