Is it okay to have tingling, pins and needles, some numbness in foot 3 weeks after 3rd met. orif, esp. when foot is elevated (pain on elevation, too)?

You prefer not to: Some cutaneous nerves may be cut during a surgery but usually with no permenant sequela. Tight bandages can sometimes cause an issue...other than that you have to let your surgeon know....
