Not always...: Not all bleeding in early pregnancy represents a miscarriage. Sometimes there can be bleeding related to the implantation of the placenta or at the outer margins of the placenta. Following the Hcg level and getting an ultrasound when you are farther along will tell you what is going on. Many of these pregnancies do go to full term. Best wishes!
