Would ringing in the ear and fluid in the ear cause snowy vision? i also am goimg through withdrawal from citalopram

No! See your eye Dr.: snowy vision needs to be evaluated by your eye doctor as soon as possible. This needs to be worked up. It's probably not related to your tinnitus. That's another issue separately. You may need to get a referral to an ENT doctor, and have your PCP check your blood pressure s well. Do not delay, and following up with your primary care physician to get it taken care of. Neither are normal findings.
