i get this stinging itch on the back of my hand and around my elbow and after i scratch these tiny bumps appear in clusters what could that be?

Dermatographism: Your skin is in a state of hyperreactivity which could be caused by an allergic mechanism to something internal or external but often no obvious cause is found. If you can't get relief with antihistamines like benadryl(causes drowsiness)or Claritin( which is nondrowsy) consult an allergist.
