Tapering valium down to 1mg and getting "dizzy" feeling. like being pushed to one side or eyes not in sync with body. not vertigo. is this normal

No: cannot say in your particular case, but generally, valium tapering should be done under supervision because withdrawal from sedatives can lead to seizures, even fatal ones. Valium is, however, one of the easier drugs to taper due to its relatively long half life. The symptoms you describe are not typical. Could be serious withdrawal cannot say.
