When using retin a (tretinoin) and hydroquinone can you apply the hydroquinone after applying the retin a (tretinoin) ? will that work best for brown spots. thank you

Yes: Yes, i usually have patients apply the retin-A first. Give it 15-20 minutes to absorb and then apply the Hydroquinone. I usually recommend hydroquinone as spot therapy rather than the whole face and recommend a non-hydroquinone product to lighten the whole face.
