Probably not herpes: Herpes simplex (HSV) outbreaks typically are a cluster of blisters or sores (which can start as red bumps) very close to one another. Usually the whole involved area is no more than an inch in diameter. Conceivably herpes zoster (shingles), but probably not unless the bumps become blisters then sores with dark scabs over a few days. See a doctor if it continues or you remain concerned. Good luck.
