Sounds like it: Without examining you its hard to tell, but it sounds very much like an inguinal hernia is a possibility. If it is not painful or getting stuck, it is not an emergency. I would recommend seeing a general surgeon for evaluation. Elective repair is recommended in order to prevent future complications.
