My 17 yr old son said, on the shin of one leg it feels cold inside and no pain. the skin is not cold but he says it feels like ice is on his leg.

Need more info: there is not really enough info here to give a good answer. If it is really bothering him, have him see his primary doctor for a more thorough history and exam.
