I have this small flesh colored bump on my right index finger that kind of tingles when i touch it. could it be a wart or a developing pimple?

Probably wart: A flesh colored bump on the finger may be a wart - doubt it's a pimple. There is a viral wart - Molloscum contagiosum - that is often described as flesh colored, soft and occasionally may look like white substance is in it. These resolve on their own in about 2 years.
