Testicle Questions: You should follow the advice of the doctor who evaluated your son. The doctor may very well recommend surgery to bring this testicle into the scrotum or remove it all together. You can get a second opinion if you like, but please do not let this online forum sway you away from what the recommendations are of the doctor there who is working with you.

Watch and wait: There is a slight chance that the testicle will descend on its own once testosterone levels start to rise and the boy matures. The problem is that you don't want to wait too long, because an undescended testicle will become cancerous and needs to be removed (best done pre-emptively). Talk with your son's urologist about the chances of it descending or the need for removal.

See peds urologist: You need to have him evaluated by a pediatric urologist. This is managed surgically. Exams and ultrasounds can be misleading. What they describe as a tiny testis may not in fact be the testis at all. If the testis is not in the scrotum by this age, surgical exploration and orchiopexy (if a viable testis is present) is the standard of care.

Difficult issue: In the US the kid would usually be seen by a specialist in child urology. Additional testing would be done to confirm the physical findings. Then the options would be explained. My expectation would be surgery to bring down the testis or remove it if it were found to be abnormal.
