Pain: if your pain is unbearable then yes go to the ER. The ER I would use in your case only for pain control not for a cure. But if you have been dealing with the pain for sometime now I would wait to hear from your doctor about your referral. You may not have plantar fasciitis though... If the pain is that severe and hurts at rest I would consider neuropathy as a cause.

Start Underusing.: Plantar fasciitis, whether one foot or both, just doesn't pop up one day for no good reason. There is always a cause for the for overuse of the tissues involved. It takes time and or abuse for these dense connective tissues to be injured and it will take time for the symptoms to resolve. The sooner you get back to underusing rather than over using the sooner you will be on your way to resolution.
