I have osteoarthritis in my right hip and knee, now having severe pain in right heal ,but only around outter edge at back of heal. hurts even with rest. ruled out plantar fasciitis. suggestions on what else to look for would be appreciated?

Change in gait?: That part of the heel is associated with the Achilles’ tendon insertion. The tendon “fans” out covering the back of the heel. Tightness to the muscle can cause such problems. I feel consideration to your gate if it has changed due to hip and knee arthritis. Someone trained in biomechanics should be able to help.
