Rbc count low (3.85), hemoglobin 12, hematocrit was 36.5%, mcv 94.8, mch 31.2, mchc 32.9. i am a 38 year old female. should i be concerned about rbc?

No worries: Her hemoglobin and hematocrit are within normal limits, so you are not anemic. The normal values for MCV, MCH, and MCHC indicates that your red blood cells (RBC) are normal in size and contain a normal amount of hemoglobin. With all other results being normal, the RBC value is likely due to lab error (variation). Hemoglobin of 12 is in the low normal range probably due to menstrual blood loss.
