93 y/o female. been coughing up phlegm still clear/white hx of asthma has a symbicort (budesonide and formoterol) inhaler. no helping. what can i do? otc expectorant no help

Take her to doctor: Need to be examined by physician , to rule out respiratory infection including pneumonia

Exacerbation/see doc: This is likely from exacerbation in her asthma from factors such as viral infection, smog, increased allergen exposure etc You need to get her to the doctor ASAP to find out the cause for the cough. At age 93, one's lung function has already declined significantly and thus has not a lot of capacity to spare. Don't wait.
