Very nonspecific: Tingling in the feet could mean a variety of things, but it could be a condition called neuropathy, involving damage to the sensory nerves in the feet. If it's only happening for a few moments at a time, it's likely nothing harmful. If you are a diabetic, I would get checked by your doctor. If your feet become swollen, painful or progressively discolored, I would get medical help immediately.

Neuropathy: There are many causes of tingling feet. Peripheral neuropathy is the most common cause of this. Diabetes, low back nerve impingement, long term drug induced such as chemotherapy, long term alcohol use and even some communicable diseases can cause this. You would need to see your doctor for a thorough work-up to try to find the cause as this condition can worsen over time.
