Well, it "could be": either or both or neither one. The information is too vague to offer any meaningful advice. The best thing in this case would be to see your doctor to discuss the problem and have an exam.

Leg pain: If you have leg pain and varicose veins then you should see a vein specialist for an evaluation including a venous duplex ultrasound. What you are describing may or may not be related to your veins but a physical exam and ultrasound will help to determine the cause of your symptoms.
