Poison ivy: "Bubbly" is most likely a contact dermatitis which is most often from poison ivy. Mosquito bites are also very common on the ankles. They usually look like one raised white bump with a central puncture wound (small dot)

Insect bites: can be itchy and sting. Fire ants are known to cause bites that can bubble up. There are many great natural remedies to treat those types of bites. Best wishes!
