Dermatologist: You need to see a dermatologist, coluld still be fungal infection but needs a more potent or different antifungal, physical exam is important

I've been developing a skin colored rash on the outer edges of my hands every evening. It itches, so I've been using hydrocortisone cream. No redness.
After a 4 mile walk in cool weather ( 40s) I had strange reaction on both thighs. Intense itching like legs were on fire, little prickly sensations. Lasted about 30 min. Used hydrocortisone and after an hour looked ok . Any ideas?
