Hi i was given a nose spray for allergy a month ago now i have irritating cough with mucus production and tender gland under chin on right side?

Unrelated: It is unlikely that the nose spray is causing your cough or tender glands. I suspect that you may be suffering from a right sided (maxillary?) sinusitis and thus the cough. However you should get examined by your doctor to make sure that you don't have asthma as well since allergic rhinitis not infrequently progress to allergic asthma.
