Does not add up: If you had unprotected sex, missed a period, and HCG level is above 25, you are pregnant unless proven otherwise. You may do a home pregnancy test. Use first morning urine and follow the instructions for the test carefully. If you do not wish to be pregnant, use contraception all the time, every time. You may consider implanted contraceptive, or IUD. Practice safe sex. Get HPV vaccine.

HCG: HCG is only produced by a pregnancy so if your HCGS levels are high you are or very recently have been pregnant. It can take awhile to resume periods after a pregnancy ends but that is not necessarily because of high HCG levels. Hope this helps.
