2nd opinion: Glaucoma is usually treated with eyedrops but is not associated with overwatering of the eyes. Blockage of tear outflow occurs occasionally and maybe your Mom has lacrimal obstruction. Since the doctor treating her glaucoma (hopefully an ophthalmologist) seems at a loss to deal with the tearing, you should get a second opinion -perhaps with an oculoplastic specialist as they deal with this.
