No: If you are only 28 weeks pregnant and having such severe contractions that it makes it hard to breathe, you need to be seen immediately in your doctor's office or labor and delivery. While false labor is more common in women who have been pregnant several times before, this is only diagnosed by exam and is true labor until shown to be otherwise. See your doctor NOW.
